This is a common misconception. As a very serious competitive cyclist I can promise you that a legal eBike is very much faster than a normal bicycle, over 95% of rides... and this is because the average speed is increased so much by the speed over all the low speed sections being increased...

Lots of people are currently selling illegal bikes and hoping customers either don't understand the risk, or don't care about them. Hopefully the actions of these short sighted businesses won't bring the whole eBike market crashing down.
