    No need. If it's a 36v battery, and its only getting to 32v, then either it or the charger are faulty. Next check the output voltage of the charger.

    Ah, that'll be your problem then. Yes, it will need to be switched on to test it. Running it down by running 'no load' as you are doing could take a long time. Many hours if the battery is good. (maybe 10 or more)

    I agree, rim brakes are fine for most people. I'm heavy (100k plus) and I ride in a 'spirited' manner. Decent v-brakes are enough for me.

    Unlikely, but it won't damage anything. I think you'll have to bite the bullet and send it back. If you ordered correctly, and the fault was the sellers then I guess you should be entitled to refund of the postage cost.

    That indicates a battery problem. It should be closer to 42v. It's either a duff cell, or its out of balance. It might be worth leaving connected to the charger for a long time, to see if it will balance out. Long shot. It may be possible to manually balance it, but that's probably beyond your...
