The sports included all the standard stuff like boxing judo ,athletics, basketball, and more military activities .. marksmanship, parachuting gymnastics etc. The dates are consistent with the outbreak.
A 110 different countries,and 9000+ competitors took part including contingents from the USA of 172 athletes and of course coaches . It was a very big deal for Wuhan. Curiously the UK was one of the few major countries which did not participate. Even Ireland had a small group of 32.
Now these are serving soldiers. Where would you put your prize athletes? Say your middle weight boxers? Maybe someone you were hoping for Olympic Gold or Army Navy competition ?
A reasonable role is guard duty. What do they guard?. Post offices?, Embassies? Military installations and research establishment?
