Could it be:

Bus Driver Syndrome. When an individual in a menial position takes a small amount of power or authority to the extreme.

There again, that might imply BJ would know something about buses - such as A/C that works.
He hasn't got the technical ability to operate a comb, what would he know about buses?

I thought bus driver syndrome involved having a big fat erse.

Hybrid car owners have been given a “kick in the face” by ministers, motoring bodies have said, as they warned that the surprise decision to ban the vehicles from sale in 2035 will “backfire”.

Tens of thousands of motorists who were incentivised by the government to buy hybrid cars believing they were an environmentally friendly option now fear their resale value will slump as the ban approaches.

Friends of the Earth accused ministers of “greenwashing” the public into believing they should buy hybrids, even though some models can produce higher CO2 emissions than new diesel cars.

But what's another bad decision, when they never seem capable of making good ones?

‘I’ve never thought that hybrid cars are any good and would never have bought one.

They should’ve sent somebody capable like Grayling for instance.

Does their definition include, for example, the Hyundai Ioniq Plug-in Hybrid? Or the BMW I3 with range extender?

Yes, they are all a blind alley and the government are right to exclude them from e-car benefits. They still pollute so cannot be a part of a zero carbon target. In fact BMW have discontinued the range extender i3, acknowledging this.

The scare story about loss of s/h value is just silly, they will still be in demand from some, especially when the new ones can no longer be bought. The same is true of s/h ic cars, the petrol heads will still want to stick with them and it wouldn't surprise me to see them fetching record second hand prices after 2035 with no new ic cars available. Scarcity pushes prices up.

It will be well beyond 2055 before the youngest among us see the last ic cars on our roads. Many of us will never see that day. Of course there won't be many fuel outlets, but that won't deter the petrol heads. It didn't over 100 years ago when the earliest drivers could only buy petrol in gallon cans from chemists.

It is also nonsensical that the government nonetheless continue to refuse to electrify the line from Cardiff to Swansea. They will be having extra-expensive special bi-mode trains...

And little has been heard of HGVs converting away from diesel. Am aware of the use of other fuels such as gases, but battery power seems to be some way off, to put it mildly.

Which looks very much like a variant on the Land yachts that are regularly raced on the Elvington square mile and beaches of course.
Believe it or not a Pilot's licence after training is required to race a Land Yacht, as having no brakes, three wheels and ferocious acceleration, they are to say the least EXCITING to pilot.
I qualified at Elvington some years back, but I don't think I could face being up on two wheels at 75 mph with the end of the runway coming up and having to jibe to slow down as you have no fitted brakes! I have become a coward (or perhaps wiser) in my old age.
However if it's thrills you want, there is little to compare with racing a land yacht for thrills.
