They've always suffered from fragmentation that they should have acted against on each occasion that appeared. Bodies such as the 1922 Committee, The Tory Reform Group (TRG), the ERG, the 92 Group etc.The competence of the tory party has always been questionable. In about a century of the "modern" today party - since 1922 - you might have expected them to have sensible rules about their own internal affairs. But no, they don't.
Each meets separately, conspiring to shape the Tory party the way they want it, so it's little wonder they get in a mess with conflicting ideas over big issues like Brexit.
