I thought that police only had discretion over summary matters and low level crime such as low value theft, minor criminal damage and minor assault etc. They are duty bound to investigate if they suspect that an offence has taken place and to gather evidence. The CPS then decide when and if charges are brought.
The crucial words are "if they suspect". They can just say they didn't suspect after preliminary investigation and ignore accusations of crime at any level.

Current instances in the news probably sitting different sides of the fence of guilt/innocence are those of Sir Cyril Smith and Sir Cliff Richard.

In both the police chose not to take any action on implications of serious crime.

In the one Tom posted about, the potential offender claims an oversight. That gives the police the option of ignoring or warning on the basis of there being no intention to break the law.

I agree regarding "suspect" but the police should investigate. An allegation has been made against the suspect, Hunt, who made a public statement which amounts to the usual MP type of meaningless fodder and is in no way an investigation. Because off the seriousness of the allegation and the fact that he holds a senior position in public office, he should be interviewed under caution and his account of events formally documented and checked. These are the minimum standards for such people, transparency and confidence is of vital importance. Whatever the investigation process identifies, innocence or suspected guilt, should be the basis for proceeding or discontinuing, not what's written in the news papers.

The European Union
TM is doing fine on brexit. The Pound rose steadily for the last few days, back to pre-brexit level, touching $1.43 this morning.
Could that be because the dollar has fallen to its lowest level against the Euro since 2015?

Once charges are brought against an MP, it usually follows that the government then punishes the police service for having the audacity to hold an MP to account.
Again there are differences in different jurisdictions, but my understanding is determination of guilt or innocence is the role of the judicary. That police have some discretion in matters that they identify is both necessary and reasonable.. the police man who stops you for not displaying insurance, will make a judgement , but in the case of any third party who makes a complaint, and there is a prima facie case, they will proceed. It would be seen as corrupt otherwise.

Russia spied on the Sergei Skirpal and his daughter for at least five years, says UK
National Security Adviser says Russia had investigated applying nerve agents to door handles - the method used in Salisbury
Russia has been spying on Sergei and Yulia Skripal for at least five years and investigated how to launch nerve agent attacks using door handles, Britain has said.

In a letter to Nato, the National Security Adviser Sir Mark Sedwill revealed that they were the subject of “interest” from the Kremlin’s security services since 2013.

He said email accounts belonging to Ms Skripal had been targeted by cyber specialists with Russia’s GRU intelligence agency, where her father was a colonel while passing secrets to Britain as a double agent.

If this isn't the pack of lies, it very likely is, why were we unable to prevent them being attacked?
There must have been a truly woeful failure of Duty of care on our part if we knew who was the target, what would be used and by whom.

Can we have a believable story for a change please? this one is too corny to be foisted on us as credible.
Just how for instance does this official know Russia made such an investigation on poisoning door handles?
Pathetic nonsense

The Pound has regained some lost ground to the Euro since last August/September when the brexit debate intensified and soft brexit began to gain traction. I reckon the trend to continue now that businesses have some certainly until end of 2020.
TBH, I can't see the UK leaving both the SM and CU after 2020. The job of selling a soft brexit is certainly the easiest option for the government of the day when we will have to exit the transition.
Even if the hard brexiters stage a coup, they can't win power outright any more than now. The only alternative is a new referendum, so soft brexit is the easiest option.

All it needs is a little creative conjuring to make the written and spoken word make Membership of the Single Market and Customs Union mean Brexit and restoring our Sovereignty.
And of course represent a hard won Victory.

A "get out of Jail" card and a few quid to Cambridge Analytica (or whatever name they operate under now) and of course Zuck, and the jobs in the bag.

The thought occurs that if they are as good as they claim, we could employ them against the EU and Confuse them into begging to join the commonwealth.

Absolutely, the UK's attempts to prove they are right on this issue get more pathetic with each attempt. If Russia wanted to try out an agent they could try it in Russia, if targeting Yulia that could be using her door handles there since it's where she lives.

The only part that probably is true and what they've built the story from is the accessing of Yulia's emails. We would do the same if we had an ex spy living in Russia and taking that nationality, with a daughter regularly communicating, since there could be spying going on.

It's why we have GCHQ.

I agree, it's the only acceptable solution to the Irish border problem.

They need to hurry up to say so though, two shipping companies have already set up direct routes from Eire to The Netherlands, one with a brand new ship, anticipating a hard Northern Ireland border.

I’ve just caught the news regarding Cliff Richard’s house being searched. It seems to be nothing more than a fishing trip by the police who invited a BBC news helicopter to join the circus. Regardless of the BBC’s stupidity in broadcasting the footage, what were the police thinking of?

Will we be seeing similar images on our tv screens when Jeremy ****’s home is searched for evidence of fraud and corruption?

Russia are claiming that the U.K. is guilty of fabricating the chemical weapons attack in Syria. Of course, the U.K. is denying this, but we know that the people doing the denying are proven liars.

The asterisk count totals 4. Clarkson and Corbyn would require 8 and 6 asterisks respectively. :)
Nahh...never.
Labour are wasting their time on the other Jerrmy...
"A Downing Street spokesman said it was right that the minister had apologised for the "administrative oversight", but agreed with the Cabinet Office that there was no breach of the ministerial code.

"We consider the matter closed," he added."

We are as likely to see pigs flying over a conservatives house as police helicopters..

Too well oganised for us surely?
But one of the terrorist groups would be a likely candidate

Now Moscow's defence ministry spokesman Major General Igor Konashenkov has claimed the Kremlin has evidence that Britain has staged the attack.

He said: "We have... evidence that proves Britain was directly involved in organising this provocation."

Konashenkov released statements, supposedly from medics working at Douma’s hospital, who allege a group of people holding video cameras entered the medical facility, shouting that its patients were struck with chemical weapons.

The alleged medics in the report said none of the patients they were treating were hurt by chemicals.

Fascinating that readers make comments which show clearly they either didn't actually bother to read the news article or simply failed utterly to understand it

How cr@p are the Russians if they couldn't spot the UK infiltrating the position they are surrounding with the Syrian Army, for us to gas the locals, and then extract, all without being caught. Me thinks they are fibbing

The Russians accused us of instigating the attack by encouraging locals to fake it, and nothing in the paper's report actually gives any other possible impression.
It's worrying that anyone could so misread the written word.
