I think it's very likely that your controller is speed limited, as this is a much cheaper option for the manufacturer, than having a bespoke slow speed motor built.

What's the voltage like on your old battery? If it's fairly low you could use it to compare motor speed, rather than having to ride 60 miles at 8 mph to flatten your new battery. :)

Not sure why you have chosen Dillinger to supply your kit. If you are looking for more power, then you will also need to replace your battery, as the cells are max. out at 30 amps. Have a look on Endless Sphere for HD tuning tips.

VFR is right, there's an abundance of decent, lightly used s/h bikes for sale. Even if you have to replace a few parts, you should still save a good chuck of cash.

I fitted some Suntour Nex forks on a friends bike and they seem happy with them. They're nothing special, only a spring fork with preload adjustment, some have lockout. If you don't mind a lack of stickers, they can be had for under £50 or less...

The bling ring has a narrow/wide tooth setup, you have to match a wide tooth with a wider link, if it's tight, move the chain along 1/2 a link.

Bmx chain, 1/2" x 1/8" will run fine on the Bling Ring, i've used it myself. The tightness you desribe could be down to your bad chainline. I can't think of any chainring setup that will be an improvement on your present setup. That Dicta freewheel looks quite deep in your photo, measured a SA...

What do you mean by mismatch? As you have plenty of clearence on the chainstay, you could improve chain line by grinding the BB to bring the chainwheel inboard and adding spacers on the non drive side if needed. Looks like you could add 1-2mm spacer behind the rear freewheel.
