One shot versus Two shot

So the Johnson & Johnson (Janssen) vaccine is a one-shot product. Whereas, as we know all too well, Pfizer/BioNTech and AstraZeneca are two-shot products.

At what point does the decision get made? "I say, old chap, shall we make a one-shot vaccine?" "Well, me old mucker, maybe we should choose a two-shot job?"

That is, is it by original design or as after analysis of testing and trialling? Is it inherent in the choice of approach?

From a distribution point of view, why would anyone consider two-shot products if they are avoidable?

I did wonder - but why have J&J gone down the one-shot route? Doesn't that mean less profitable?

My explanation? they got the ordering sequence wrong causing delays because they underestimated the efficiency of the people who are rolling out the vaccine , and your explanation?
Rumours circulating in the NHS in Wales but not publicly confirmed is that due to a much higher up take of the vaccine than originally expected (over 90% in some age groups) and the speed at which the vaccine has been rolled out, they are having to keep a lot more in storage so that people can have their second jabs.
