That would not in any fashion mirror my personal experience with any local authorities I have dealt with in NANTES, ,Lorient or Pontivy. Officious yes, incapable of flexibility yes ,but in terms of politeness, respect and decency their behaviour has been exemplary. This includes the local mayors office, the banks, the Health services,the phone and electrical supplies . This experience is built up over 20 years, so no flash in the pan. So perhaps you might need to question your friends attitudes and behaviour.
Pau is a very nice city. Clean, beautiful weather, easy to get in and out, convenient airport with UK connections etc. I was once tempted to buy a house there.
What was the problem your friend encountered?
For residency permit, he needs to live there more than 6 months a year and pay French taxes. The rules are more or less the same here, except that the UK authorities may accept less traceable proofs. French authorities accept only proofs that they can double check.
I had an uncle and aunt who moved back from France. Exactly the same story.
They were treated as lower class citizens despite the fact they were independently wealthy and needed no state assistance.
They made friends of course but it was a clear them and us distinction.

It is a beautiful area. My friend is retired and totally self sufficient financially.
I’ll give you one example. I went with him to an office to register his U.K. car and pay the associated taxes. He is fluent in French but asked the clerk, in French, that if possible could he speak in English for any technical matters because he wanted to be absolutely sure he got the process correct. Realising now that we were both English, he sat up, looked down his nose and in perfect English, said “I do not have a fcuking clue what you are talking about. “
That was one incident I witnessed first hand and although the most hostile, my friend said that is typical of the attitude towards people from the U.K. I met a few other English people whilst there and they spoke of similar hostility. It doesn’t really bother them, they just put it down to part of life there, but from what I’ve seen and heard, they are not very polite, professional or welcoming.

That is simply not true. Any EU citizen who has been here less than five years has no automatic right to stay. Even those here over five years will have to produce proof to remain here after June 2021, such as utility bills going back five years, causing justified protest that this is virtually impossible. The over five years resident will have to apply for a residency permit, the under five years for a Settled Status permit.
Meanwhile it's reported that EU children living here less than five years will not be able to go back for the usual holiday to visit relatives like grandparents after we leave, since they have no right to re-entry to rejoin their parents. That is how despicable the UK is being and why some of us are so critical of the UK's practices.
It's for reasons like these that EU citizens are pouring back to their countries and refusing to come here any more, creating severe nursing and agricultural labour shortages. But there's no reciprocal large flow of the British returning from their European mainland homes. That alone should indicate the truth.

My friend is a very calm and gentle person, so I don’t think he needs to re-examine his attitude thank you. I suppose it comes down to what we are prepared to accept as standards. If pig ignorance and un-professionalism are the basis of your standards, then I can see why you would have no issues with life in France.

However, the French officials do not have to supply an interpreter in normal administrative appointments.

My brother was chucked out of the UK but he isn't from the EU so that doesn't count. He is from one of those commonwealth countries you want to cuddle back up to now you need them again. Motif? He applied for permanent residency because his business was developing quite nicely. He had to sell his share to his partner and get out within 3 weeks. He didn't have nice words to describe the bureaucrats he tried negotiating with.
Like I said, Not my experience. I have been in shops where all the shop assistants have been very pleasant etc, but at the instant it turned 19:00 hours, and therefore closed, the mental shutters come down. But reading the few postings ,these complaints are all from English posters, not Welsh not Scottish, not Irish.
You seem to have a rather large chip pearched on one of your shoulders. I’m guessing something really bad happened to you to make you dislike the UK so much?
It could be to do with the standards we get used to and come accept as the norm. Pig-ignorance and unprofessionalism may therefore be less acceptable to the English and hence you see more posts from them.
Now how in the name of heaven did you deduce that from the story of my brother? Nothing bad happened to me there, the weather almost killed me, a guy in a pub in the East End tried to smash my face in with an empty pint mug (punk concert so pretty much normal). I quite enjoyed some bits.
I did have an English girlfriend in NZ, her father was a spy, I never did understand the row of rubber bullets on the mantle. Anyway things must have gotten too hot for him in NI so he was shipped off to NZ to be a spy there. Her mum made the most wonderful roast beef and Yorkshire pudding every Sunday, I supervised the over while they were off to Mass.
I have always gotten on better with the members of your kingdom who don't want to be united any more or who haven't been since the '20s though I must say.

Staying in the customs union will keep us in the 60 odd EU trade deals,keep us in CE standards and save our airline industry from having to be 50% EU owned,avoids the Dover/Calais disruption and eliminates the Irish border problem.....Brino.....why not do the job properly and cancel Brexit altogether.
