I don't know why you find it necessary to use the word xenophobe in the same sentence as UKIP, perhaps it's because you are a fool? Anyway, that aside, Lincolnshire has a very high population of immigrants and UKIP are currently the second most popular party in British politics in some areas of that county.
These Lincolnshire people aren't xenophobes, they have no dislike or hatred of foreign people, they are simply concerned that the population in their towns and villages is growing in an uncontrolled manner. The infrastructure and services have not kept pace. This is not the fault of the foreign nationals who have moved there, they are simply hard working and industrious people doing what they are allowed to do under EU rules. No one blames them, they blame the EU's free movement of people principle and what they perceive as no plan or investment to match the population rise. That is what they are angry about and have no malice with foreign nationals. Schools are overwhelmed and this inevitably affects the quality of the education children receive in these areas. The same principle applies to other services, the more people using a service without the appropriate investment results in a quality reduction.
It is right that people affected by an increase in population in their local area can speak of their concerns without being labled a xenophobe by an ignorant idiot such as you. It is the poorly informed statements and the ignorance which is on display from you that makes people believe their concerns are not being listened to. People need to be engaged with, encouraged to share their concerns and offered explanations or solutions. The last thing that they need is a jumped up idiot bicycle man with his head up his backside insulting them.
