Farming and environment minister George Eustice said the increased cost of trading with the EU does mean small consignments of goods, usually sent in mixed loads by small-to-medium-sized enterprises (SMEs), might no longer be viable.

So that wipes out everyone who doesn't trade by the container-load.

let's see: in front of us: Gibraltar (top of the league), San Marino, Czechia, Hungary, Belgium, Montenegro, Slovenia and Bosnia.
They are rather small or very small countries so local factors may play a big part like Gibraltar.
We are still in front of: Italy, USA, Portugal, Spain, France, Germany etc. all larger countries so the local factors are evened out.

Perhaps you should question that statement first?

When we are actually doing that very thing, and here is the list

With all respect, I expect that that headline is incorrect. I notice a number of preparations on that list, with which I am familiar. I suspect they are subject to special licence restrictions, rather than downright bans.
