They can't legally make them pay it. Since they were not told beforehand all the guest has to say is, "Ok, I'll just check out and leave". Then the government will have no option other than to let them leave or foot the bill.
.
What happens at the end of that extra time? Do they get allowed out without further testing? Or could they be required to stay until a negative test?

Nothing can be enforced unless forewarned.

The only alternative is deportation to whence they came from at our government's expense.

Difficult to see how they could deport a UK citizen especially if the country they came from is unwilling to allow them in. Whoever pays!

Obviously I meant the foreign citizens visiting and caught by these regulations. The government will have to foot the additional bill for our own citizens who get infected during detention if they refuse to pay the extra charge, or release them from the hotel to isolation in their home.

Since they will have caught the virus in the UK hotel the legal position is that they must self isolate in their own home for 14 days, so I don't see the government has a leg to stand on to charge them for a hotel for this second stay.

I agree it could lead to some nasty Kafkaesque situations.

Of course there should!

We saw Drakeford and Sturgeon both going ahead separately to England - not because they hadn't tried to collaborate, but England (Johnson, effectively) refused.
Ultimate Johnson & Co will screw things up. They’ll blow the vaccine head start. If he worked in cooperation with the other three nations in the U.K. and screwed up, that would be used by the likes of Sturgeon to argue more strongly for independence. She could blame Johnson and claim that things would have been better if she had been in charge. By letting each nation do their own thing, and still **** it up, Johnson comes out of it looking better and he doesn’t carry as much responsibility.

It's good news, or is it?
"Every adult in the UK could be offered both Covid-19 vaccine doses by August or September, the head of the UK's vaccine taskforce has said. "

What happened to four weeks then 12 weeks or was it six weeks?
And "Could be?"
The problem with this is how many will slip though the net because they can't remember whether or not or even when they had the first dose!
In Denmark they should all have got 2 shots by 27 of June they've been told

Or which vaccine they received?

From where we are, we have no idea whether two different vaccines are synergistic or unhelpful.

Next month volunteers will be intentionally exposed to Covid-19 as the UK becomes the first country to approve the "human challenge" studies

I think this government, in particular those members of the "Covid Recovery Group" should set an example of their commitment to public service by being the first to volunteer

I don't think foreign citizens are allowed, are they?

(Without getting into dual nationality, etc.)
I think it's mainly for them for business visits etc, that's essential, but they of course have to go though the hotel quarantine procedure.

If this regulation was only for our own citizens it wouldn't even be necessary since they already have the 14 day home isolation requirement.

Dead easy when there’s only six people to vaccinate.

No problem, we get a two sided credit card size card with the first jab which states date and vaccine type received, plus a reminder to keep the card for the second shot:

Those who wouldn't remember if/when they had a vaccine, and which one, are precisely those who are most likely to lose their cards - possibly not even getting them out of the vaccination centre.

Just been reading they can develop new vaccines for emerging vaccines in 60 days.
Will they have to trial modifications to vaccines?? Doesn't seem clear.
Getting through vaccination programme fast around us. Everybody I know over 65 has now had vaccine and those over 60 seem to be getting called in.. Let's hope they can keep it up..

As I posted, no problem.
