Someone on ES rigged up an arm like that Neptune - on the end was a can of black spray paint that activated if a car "clipped" it :-)

I can't see anything wrong in that video - good road positioning, good awareness, the bike looks well lit etc. What's wrong with it?

That's not the way it works. On a 36v system the motor is always getting 36v. It's rotational speed is controlled by PWM (Pulse Width Modulation).
