    Thoughts on regulations?

Far from raising the speed limit from 15 mph, which would increase danger, the only thing that I would like to see legalised is higher power limits for commercial and disabled use (I mean higher wattage to allow hill climbing and hauling heavy loads)

petition to increase the speed limit

Personally, I don't want to go more than 15 mph. I have a car for that. I also have a full motor cycle licence if I wanted to buy a motor cycle. I just prefer ambling along enjoying the countryside and find that 10 mph is actually more suitable than 15 mph.

    Evans Pinnacle Mercury E-Bike

It has a high price, no suspension, lights or mudguards. The battery is just over 10 amp hours and they claim that it will do 75 Km. Yeah.

£50 bike repair voucher from tonight

Well, even despite the schemes flaws, I wouldn't knock it. We need a National, Government led revival of ordinary cycling and I earnestly hope that this is just a start.

Which is far too much for an ordinary ebike, no suspension, probably over heavy to support its payload.

Ticking/Clicking noise from back wheel ?

I have found that after a few miles, the spokes on a new wheel can get loose as they apparently wear in. Yours were probably fine when they left the factory, it's just that alloy wheels and hubs are softer than the old fashioned steel.
