    I have the CST (pretty much the same, just cassette I think) and run it with a 12 FET controller (BMSB, S12P I think), up to 30 amps. You'll need to ensure your battery can deliver that current though. Mine goes along at around 24mph on the flat.

    That may be true in other parts of the world but not in Devon where the only patrols are on the M5, A30 and A38. Besides, a helmet and glasses make you virtually unrecognisable. I concede however that commuting (same route/time) could make you an easy target.

    36v will be fine. For hills, you need lots of torque. There are plenty of Torquey 36v systems, the BPM/CST being good examples.

    You will struggle to get full suspension AND step through. Instead, go for big tyres (schwalbe big apple/fat franks), suspension seat post, or both.

    Nothing legal. I would guess you need to average around 20mph, so you'll be needing 25mph top speed. S-peddlec, dongled or DIY are your options.
