    It sounds like it. Two complete systems. They'll now change the standard to include a requirement that all EAPCs have to be built in such a way that they can't be modified, like they tried before with the clause about tamperproofing, or they could make it illegal to modify a proprietary ebike.

    If the battery is faulty, you can test the bike with the wheel off the ground (n0 load) with the charger plugged in to provide the power. If it doesn't work like that, something else is faulty.

    I use a Dremmel with a carbide cutter. You need to re-profile and deepen the bottom of the drop-out, which isn't easy by filing. These things fit in a normal drill too, which allows you to do the job more slowly and carefully. I get the cheap Chinese versions of these...
