    Is your battery fully charged? if so, sounds like you may have damage to the controller, possibly caused by the water ingress you mention. Check your battery connections are clean and tight and the display connector. Do you have a multi meter?

    If you are talking about the Cyclotricity kits, then,judging by their size, they are a 1000w nom. motor marked "250w restricted", which is not the same. I'm sure they believe that this complies with the law, they have been on sale for a few years, but knowing what I do, I would be very nervous...
