It isn't that surprising that we obey; we all socialise our children to comply with the instructions of teachers, police and others. Think about your own introduction to school. Not that many of us were openly defiant. Remember what happened when you made the slightest sign of not doing as you were told.
The Gestapo in France and other places were not formidable investigators, ordinary people came forward giving them information about Jews and others that they were looking for. All they had to do was to make known who they wanted and the ordinary people did the rest for them.
