A EAPC can't be illegal if the thumb push/ start control can't propel the bike from a standing start , the law states it must be propelled by pedalling.
Nearly all EAPC's have 6kmh walk assist that doesn't require pedalling.

yes I agree it does not matter how it’s propelled without peddling or what you call it throttle , push button , twist switch otherwise disabled scooters would be illegal as they do not have pedals and cand be propelled by a motor and battery.

so the only issue is the speed one can go under power without peddling.

Or as Sanegal pointed out a throttle is for an internal combustion engine

One day your kid might get knocked over by an an unlicensed, uninsured, illegal e-bike running a red light at 40 mph and suffer life changing injuries or worse. Maybe think about that?

I cycle to work every day of the year on a legal pedelec and much as motorists and their poor behaviour towards cyclists winds me up, what's worse are cyclists themselves, a majority in London it seems, who seem to think the law doesn't apply to them. We should know better and set an example.

Further more I have first hand experience of giving life saving first aid to an off duty cop who crashed into a car that pulled out in front of him even with all the protection of motor cycle Protective clothing he was broke to bits and not breathing he could not have been doing more than 30 MPH !

That said I really see no reason that a pedalech should not be able to do the 15mPh with out pedals if that is your choice there is no difference as a fit person can pedal much faster than that on a light weight bike.

It takes split seconds to kill or be killed or paralysed for life at speed especially on a cycle it’s just not worth it .
