Same news but not behind a paywall: "Dylan's mother had spotted her son stray on to a nearby pedestrian footpath, which serves as a cut-through to the town centre, moments before the collision." Police had initially decided not to press charges. It's clearly inappropriate to speculate, but last time I checked there is no legal requirement to have bike insurance or a helmet for an EAPC. I've been there myself, two-year olds can move very quickly and you have to be constantly on your guard, but rather than count her blessings she's pressed the police to prosecute? https://www.aol.co.uk/news/woman-65-charged-over-e-163728060.html

They have these shared cycle paths in German cities. If you, as a pedestrian, mistakenly put one foot on the wrong side of the line, some German will grab your arm and drag you back onto the right side of the line. Like the illegal ebikes, the rules are adequate and clear. The only thing missing is the enforcement by all parties.

It's clearly inappropriate to speculate, but last time I checked there is no legal requirement to have bike insurance or a helmet for an EAPC.
The charges the police have preferred clearly indicate that in their view it wasn't a legal EAPC and was therefore automatically a motorcycle.

Not unusual these days, a high proportion of e-bikes in use breach the EAPC rules, their riders at risk of a number of potential charges just for using them on the roads, however safely.

Mine will have wheels underneath to roll the bike on-end around in shops - it'd be like dancing with a dead Dalek, but at least you don't have to leave it outside to be stolen.

Still, my bike hauls 180kg uphill, even with the controller limited to 15A. :p Now @20A :p :p For £909 :p:p:p 15.4% of the price :p:p:p:p All without snapping the handlebar :p:p:p:p:p

For the asking price of a £5,900 Tern GSD, I'd rather convert some sort of dead ICE microcar carcass to EV or die trying.

...or perhaps install a mid-drive, 20" wheels, shorter cranks, central frame hinge, and rear derailleur to a Kona Ute, if that'd work? Would the mid-drive motor sit too low?

That's ultimately for a court to decide, not the police, or us, for that matter, but earlier the mother, quoting the police said "the bike had not been modified to exceed the 15.5mph that such a machine can reach without pedal power", whatever that is supposed to mean.

It said in that article that all charges have been dropped. It sounds to me thet the woman was riding a legal EAPC, when the kid ran out in front of her. The police haven't charged her with riding on the footpath or anything like that, so there's a fair possibility that it was an approved cycle path. Obviously I wasn't there, but it also said that the mother scooped up the kid and rushed him to hospital, so I'm guessing that there was nobody for the rider to report the accident to. It doesn't make it clear whether she came forward to the police within 24 hrs.

Thanks. The bike is an Engwe L20, which is 250w and should be legal.
