Same news but not behind a paywall: "Dylan's mother had spotted her son stray on to a nearby pedestrian footpath, which serves as a cut-through to the town centre, moments before the collision." Police had initially decided not to press charges. It's clearly inappropriate to speculate, but last time I checked there is no legal requirement to have bike insurance or a helmet for an EAPC.
