he wasn't. His brief was to prepare the UK for a possibility of hard brexit. Even so, he did his job badly like all the 'purist' brexiteers in TM's crew except Gove.
If Raab had done his job properly, it would have dawned on him that the UK could not afford a no deal brexit. His stubbornness is to blame.
He is not alone in this. His former boss was same. Hard brexiters should have accepted the Irish Sea customs border deal and made the DUP accept that reality until such a time that a proper technical solution can be built.
In fact I think I prefer Irish Cheddar, has a bit more taste to it...

Unless the population at large feels secure, it could be that all the stored food will be bought without any price slashing - possibly even increasing prices. Belief in that possibility, even likelihood, might be why the food industry is willing to stump up for this stockpiling.
you could have said that some people don't think that we'll be worse off leaving.

Mr Raab is positioning himself as a replacement for the prime minister. So is his predecessor, David Davis. It is hard to think of less suitable candidates, although that is a competitive field in the Conservative party.

Greater Manchester had the highest number of vacancies, with 1,559 nurses and 223 consultants needed.
The figures reveal that one trust - the Manchester University NHS Foundation Trust - is 450 nurses short, equivalent to 9.7% of full staffing.
A trust spokesperson said this was "in line with the lower end of the national average."
Recruiting Indian doctors
The latest NHS figures, taken between January and March 2017, show the North West has the third highest number of doctor vacancies in England.
In response to the crisis, many hospital trusts have been getting increasingly creative in their search for staff.
Wrightington, Wigan and Leigh Foundation Trust has begun recruiting hundreds of doctors from India and Pakistan through a mixture of contacts and social media.
The medics are already qualified, but will get extra training and experience while the hospitals get the staff they need..
So much for "Controlling immigration" it only applies to the EU, not everywhere else.
I was under the impression that the Brexiteers actually wanted "British jobs for British people"
So what have they actually got for their vote?
The exact opposite of what they wanted of course.
The principle being they are happy to recruit staff for the NHS from anywhere so long as someone else pays for their education and qualifications.
What does that say about the future awaiting our next generation?

When something based on lies and subterfuge has reached the point where there is clearly only one original objective that can be achieved, that of protecting offshore Tax swindles for the wealthy, and literally nothing else that isn't a dream of a distant future fantasy, it is time for a people's vote.
Not only about the EU membership , but reform of a Parliamentary system where lobby groups and dark money determine the future of the nation, by using mass media to sway public opinion away from the truth.
If the Brexit vote meant anything it meant that the public are protesting about the way the country is run and want change.
The fact is that the wrong target was selected from a Generation long campaign of propaganda merely obscured what the protest was about.
We need Government for the People en masse not for any section , lobbyists, Friends of Foreign Nations, or Industrial or commercial pressure groups.
And the likes of Cambridge Analytica need to be classed as subversive and banned
