All the couriers and RM have to comply.
So as I said, very similar to what has previously existed where the couriers collected the VAT.

That would count as an OMP - and I completely agree that they are doing as you say (though the admin cost might vary a bit).

I am referring, primarily, to those who sell directly and couldn't give a damn about HMRC. They charge the same price (e.g. $100) within the USA or when sent to the UK - simply adding the P&P cost. (Actually, within the USA, they have to worry about state sales taxes and that mess!) A classic mom and pop outfit with their own tiny and old-fashioned website, in a specific instance I am aware of.

Half of them are still unaware that the £15 allowance has been abolished! The P&P remains the same (around $33) whether the product value is £14.99, £134.99 or £150 - so that obviously doesn't include VAT collection.

People are doing this and receiving the items with no additional charge for VAT.

If the vendor does not pay those taxes as part of the process, the responsibility of filing import declaration and paying VAT will ultimately be of the recipient in case customs & excise takes an interest.
The courier will normally hold on to the goods until import taxes are paid.
From tomorrow (1-July), any goods I sell to EU customers will have to go through the new procedure (EU import one stop shop). The new procedure will pay for itself if any item has to be sent back for service.

That looks difficult to argue with this specific statement on government website:

Goods worth £135 or less in total

If you bought the goods yourself and they are not excise goods, the seller will have included VAT in the total you paid.

the same web page also states:

"You’ll be contacted by Royal Mail, Parcelforce or the courier company if you need to pay any VAT, duty or delivery charges (‘handling fees’) to receive your goods.

They’ll send you a bill stating exactly which fees you need to pay.

They’ll normally hold your parcel for about 3 weeks. If you have not paid the bill by then, your parcel will be returned to the sender."

If the vendor does not pay C&E, C&E will ask you to pay.

Well that will be the situation on any goods purchased from a EU member state and to any retail eg not VAT Registered customer. I cannot see that it would be applicable for countries outside the EU ,who run different regimes. I would take it as reading that you the UK customer can assume that the other countries Tax is included in the price you pay. ...but you have no chance in getting it refunded.

That's how I've viewed football from the point of view of ever playing it, to the extent of getting into trouble by point blank refusing to play it at school.

But I can enjoy watching the remarkable skills that exist in top class football, though better in highlights programs on TV rather than a whole match.

It's not as boring as Cricket
..only because the games are shorter!.. if you want to see mind blowing athleticism look at the All Ireland Hurling final. Then remember these guys ( the girls version is Camogie) are amateurs.

You will not have to pay anything to the delivery company to receive goods worth less than £135 unless they’re gifts over £39 or excise goods (for example, alcohol and tobacco).

A vendor within the EU exporting to the UK would be expected NOT to charge their country's VAT at all.

Very neat design, but just as doomed as all the previous flying car and floating car designs. Great for shows and exhibitions but ultimately impractical since they cannot reach the necessary standards and safety requirements for both modes.

If anyone wants to invent something truly new, we are still waiting for the car that can both take to the water and fly, now that would really be something.
