1) People think they have choice - they don't
2) Ideas appears in people's heads and they take ownership of them
3) Clever people always find a way around the system - the one put there to try to make things fairer
4) The media make money from selling air-time or papers - they print what sells
5) Therefore the media have no control over anything
6) Neither does Jo Public because nobody knows where the ideas in their heads come from it could have been the papers or the guy at the chip shop or their aunt or maybe they even had an original thought but thats pretty ulikely
7) It's chaos everywhere really but people hate chaos to they come up with theories as to how come things are the way they are
8) None of the theories work all the time - most of them don't work any of the time
9) The only system we've found so far that sort of works is to take a vote on what we should do
10) Even that fails to work sometimes and most people are left not getting what they want
11) What people really want is peace. Which is the absence of desire or fear.

To target second home owners shows how stupid Labour are. A second / third / fourth home is just an investment like putting money into shares, classic cars, a bank account etc. Labour are so stupid that they don't understand that.
I know two retired nurses who have invested their pension lump sums into second houses because the banks are paying such poor rates. Labour's policy would attack these ordinary ex-working people who have worked and saved for their retirement, possibly forcing them back into work beyond retirement age. This illustrates how much Labour hate workers and hate the financially responsible. That is why they lost the election and why they will continue to be out of power. They are too stupid to realise this, you can hear evidence of it every time they do an interview.
