    Yes, because it will have expanded sufficiently to maintain contact over the whole inner tyre area. It's basically a balloon filling a space only slightly larger than itself. I've routinely used slightly smaller inner tubes in preference to ones slightly too large, without any problems. .

    As you saw from my post above, I use both, including for towing. But the riding qualities of a full size bike are always much better. However one might not be as practical to carrying through people's homes that you mentioned, if the bike also needs to be carried through. .
