No, sufficient modernising hasn't been done, since it's impossible without long term shutdown and replacement. Most of our underground system is an antique, the penalty of being first.Now they could have left the Underground as it was..
But despite its "age and historic tunnel design", 400 fires later, "cleaning and modernising" was eventually done.
Now it just needs more Cleaning and Air Filtration.
