Before trying to fault find with no idea why or what to look for, one must try and pin down the fault area.
First carry out a mosfet test to see if any are faulty, if they aren't then one must test for Hall sensor failure.

You do of course realise that the bike you have bought apart from having butchered wiring ( how it could get into that state is beyond me) actually appears to be illegal to use as a bicycle in UK other than on private land.
I live in the US

As pointed out above the damaged cable probably resulted in a short and damage to one or more of the hall sensors in the motor. so even a perfect repair of the damaged cable will still leave you with the problem.

the hall sensors are easy to diagnose and repair, ( https://ebikes.ca/documents/HallSensorTestingFinal.pdf ) you may even find a plug in replacement pcb on ebay for a fiver.

Look at the motor cable ads linked to above match one to yours, in both length and connecting ends. If really stuck pull your cable take photos and post here for direction. the motor end will be either 3x or 9x round connector in most cases and the controller/sensor end will either be julet waterproof connectors or more generic automotive style smt connectors. And since you can solder if one or two connections dont match (unlikely) .. the point of a new cable is removing uncertainty with a possibly damaged cable.
It's not the motor end of the cable, it's near the controller

I guess I have to take the cable out from inside the hub and inside the controller?
No, just disconnect the motor end plug/socket, and unplug the cable where it plugs into the controller connectors.

top-tip.
If you have to pull the cable through the frame etc, tie a strong cord to the end first and pull that through to replace the cable and pull through the replacement when it arrives, Tie the cord in a loop to ensure its not removed in error..

Doesn't it have a connector about 10 inches from the axle? I asked you in post #7 to check that, and you said in post #11 that you had checked it. Are you sure you did?

How do I mosfet test, and how do I test the wires? Do I buy some kind of multimeter

Yes you need a simple cheap multimeter, costing less than £10 from say Screwfix.

There are test procedures online. Google ebikes.ca mosfet test

Yeah I checked it, I miss spoke I guess. The motor cable going the the motor itself seems fine but from the 9 pin connector to the controller is the one I need to replace. And a few people mentioned a hall sensor is more then likely faulty. So I'm gonna buy a multimeter and take out the motor cable from the controller and measure it and order one. Hopefully I can make some progress
