Apart from the issues with castor and camber which @matthewslack has mentioned there is no strength in that front end. Every time you hit a bump a little hard the flattened end of the top bar will bend upwards (who knows that may create some camber). There also doesn't appear to be any damping on the front so you will just bounce down the road feeling seasick.

Just make sure your learning with it includes proper worst cases, and is conducted without traffic. You don't get second chances on the roads.

. The snag would be that there would be no speed control so it wouldn't meet the regs. Is there any way to fit a speed control sensor?
The cheapest cycle speedo/computer from ali express or ebay will have a sensor and magnet including spoke clip you can easily re purpose
