So, a week late, but I've tried your settings @guerney and tested them over my first extended ride (28 miles).

I probably did something wrong!
The PAS 0 assist setting I used to assign to the throttle was 100% current/24% speed.
But neither the PAS 0 setting (pedalling) or the throttle did anything.

Other settings I changed, like 100% keep current and 100% speed across all other PAS levels did work though.
That made the pedalling cadence thing better, to the point where I think I can live with them (for a while anyway).

I'll try 40% speed setting on PAS 0, and if that doesn't work, tinker with assigning PAS 1 instead.
The controller seems quite conservatively restricted (12A max), so maybe PAS 0 is always 0 to this controller.

If PAS 0/other speed limit is set to 24%, there will be no pedal assist after 24% of your speed limit is reached, which if 25kph = 6kph. If you can pedal at 2kph or thereabouts for some length of time, pedal assist should activate and you should be electrically assisted to 6kph. Probably easier to notice when the rear wheel is off the ground. But this is about the 6kph limited throttle.

Throttle tab: Did you remember to set Throttle Mode to "Current"? Throttle Mode set to "Speed" didn't work well at all, but it did do something, just not very much - petered out quickly after an initial spurt, and the motor didn't provide enough power on flat ground, let alone slightest inclines.
Throttle Mode should be "Current" not speed.

If the above doesn't work, upload your config file/copy and paste of config file/screenshots or photos of your configurator tabs?

I think I set throttle to Current.
As I said though, I probably did something wrong.

There was literally nothing from the throttle when walking with the bike.
So I'll try again soon to look at the settings again.

Cheers @guerney.

Those settings for 6kph limited throttle works on my controller, which is this one:

60203

In use, it's a little faster than 4.2kph. Bit useless TBH, and a cop harassment magnet if the news is to be believed, so I removed it. I don't need one anyway because start of pedal assist is very fast on my BBS01B: "Start Degree" is set to 2.

Hard to tell without seeing your settings - you might have done everything right, but your firmware may be different in other ways, in addition to your current limit being locked?

EDIT: Actually, I forgot that my first try was with Throttle Mode set to "Speed".

Experiments stalled when my programming cable broke, a new one has arrived. If Bafangers are sufficiently interested, I might re-attach the throttle and reprogram my BBS01B for a 6kph limited throttle again, do a more of an organised writeup on a new thread. Unfortunately for you lot, this may also involve another boring video of me throttling uphill at a little over 4kph, or thereabouts.

If I were you I would just upgrade motor to something more modern.
I've only had this one two months.
Bit too soon to throw it out!

I am still curious as to how changing the rotor/stator made such a difference to @Deere John and his BBS01B.

What makes a BBS01B not a BBS02B?
i.e. Does the 500W come from the rotor/stator or the controller, or both?
What would a BBS02B be like with a volt matched BBS01B controller on it?
The rest is just gearing, right?

Makes me wonder why you bought obsolete motor in the first place.

I would sell. You are clearly not happy with what you have.

It would be... illegal?

48v BBS02 has thicker wire and the motor is a little wider too. That's what the Bafang guy told me at the Shanghai show when thet first released the 48v version in about 2013. I got to ride it before it was in production. Since then, there have been many versions.
