If it were me I would check the pas wiring using the meter, however with your system you can't test at the connector. So you have two choices remove the controller lid and access the PAS wiring direct off the PCB or make a nick in the PAS wiring to allow the probes contact. It will need two people to do this
One needs to confirm that 5v is seen between 5v/Gnd usually Red/Black & once confirmed probe between Gnd and the sig wire, one should see the voltage change as the cranks are turned and the magnet passes by the sensor. A reading of 0 - 4.3v or so should be noticed pulsing as the cranks are turned.
