Looks like you have a a 5 pin throttle but you will need to measure the battery voltage to match up as 2 types are available 24v and 36v. Note they all come with 4 power level leds. TNC have these available: 1. 24v, 5pin THR-101116...

I just checked the EPAC harmonization amendment 24/2015 and it does mention 168/2013 but only in reference to the power requirements, type approval is only mentioned in the guidance note from the DfT, it is not part of the law? If this is the case then a challenge could be made under item 4...
