But would you accept insurance if you could go over 250W? That's how it is here, 251W-1000W insurance required (no registeration necessary as max speed is still 25kph). DIY builds seem to be ok. Insurance is about £50-70/year.

We've got that here, since that is pan EU legislation. You're speaking of the L1e-A class, formerly known as the Low Powered Moped class. Whether registration, helmets etc apply are national decisions, and unfortunately in the legalistic UK they do.

Yes that is reasonable. I pay 17.50€ for a 1500€ extension to my house insurance which covers my bike "anywhere".
