Has anyone encountered this problem before? (see pictures below)

Aliminium racks can be prone to stress fractures like that, esp. when carrying batteries and a load. It looks like it is a bolt on part, so Wisper should be able to supply a replacement. You may not get a reply on here from them until Monday now, but I'm sure they will sort it out for you. How old is the bike?
