bit off topic has any one ever made a good job of making more space in between the rear bars

and how much clearance should you actually have

Easier to buy a new wheel and tyre isn't it?

its a 700x23 at the moment but nearly come off the other day as leaves and wet so got a 28c tyre as i think i need more tread but it leaves about a 1mm each side and with a very slight wobble in the wheel it nearly rubs prob would with my weight on it as when you corner you get flex

OK so it is a road bike frame, personally I wouldn't try bending one of those. I was going to say 25C but you beat me to it. I have 2 mm clearance with my rear tyre, I had it trued by the bike shop because it went out of line after about 100 km.

Is a 5mm wider tyre going to make any difference on wet leaves? In fact is any width of tyre going to make any difference when the lack of friction is between different layers of leaves. A cyclo-cross tyre may give you slightly more chance as your contact points will have higher point loads but I don't think your frame sounds suitable for them.
