I'm a bit confused about the legality of thum-throttles in DIY ebike kit-conversions after reading lots of conflicting information.
I've been in a few car accidents in my life and insurances usually try anything to avoid paying. So i want a 100% road legal bike to avoid any serious trouble in case of an accident.

After reading this article, i assume that thumb throttles up to 15.5mph are okay as long as the bike is not new at the point of conversion to an ebike?
Is the information in the article still correct, or has it changed since 2016?
