I have banged my head against this particular wall for so long it is nice now I have stopped. I think the manufacturer of derny bikes and the riders of such are very friendly with the UCI organisers.I'm a little bit surprised that they are still using a petrol driven pace bike, it's not the nicest thing for the competitors to be breathing in exhaust fumes just before their peak need for oxygen uptake.
There are standard e-bikes which can reliably do 45 kph (30mph), the Tidal Force bike for example, and a Bosch unit could easily provide that if the bike is suitably geared.
Given the anti e-bike stance of many cycling organisations and the entrenched attitudes of the UCI, they probably won't want to know though.
