I reckon that the old IC bike relied on the rider to regulate the speed via the throttle and speedometer. When they get to the line, the derny accelerates off to make sure that nobody appears to pass.
The electric bike would be like ours where each level in the LCD can be fixed to an exact speed, so say level 1 is 30 km/h and level 2 is 50 km/h. No need for a throttle. Now, when he gets to the line, he can't accelerate, so the compeditors are immediately on him.
They never needed a camera on the line before because the derny could out accelerate the bikes when it passed it. Probably the best solution now is to either provide a throttle override (maybe he had one but didn't think to use it), or put a camera on the line.
