I've seen those and similar scooters before. Does paddling count as pedalling?

Surely they will need to be registered etc,etc?
why bother when the police do not care and do nothing about it so its a waste of time and money.

They can't be registered, there's no class they fit into so are automatically banned from any use in an area accessible to the general public.

Apart from a number of items that cannot reach the required standards, the absence of a seat bars it.
