They can't be registered, there's no class they fit into so are automatically banned from any use in an area accessible to the general public.

Apart from a number of items that cannot reach the required standards, the absence of a seat bars it.

Try riding one on the footpath in Barcelona to see if the police don't care... They won't say a thing if you are on the cycle path.
