No. Everyone should have them but they shouldn't be mandatory. Cyclists must not let themselves be out on the defensive here. We're the ones being maimed and killed by motor vehicles. We're not the ones who should bear the police scrutiny.

Any thing that helps to alert automobile drivers that you are on the same road as they are has to be a good thing.

My bike has lights, I see no reason to put them on during the summer months that I enjoy cycling, I see very few cars in the countryside where I cycle and with a hot sun in the sky I think lights during the daytime is not going to make me more visible. I vote no.

Yes to all bikes being fitted with lights, no to compulsory use during daytime.
