October 2, 20169 yr In this Samsung 18650 30Q battery listing, the seller states the batteries are rewrapped to meet UK regulations. Torchy (Samsung 30Q) 3000mAh Flat Top 18650 3.7v Li-ion batteries + case I took a look at the mentioned regs, but my brain went fuzzy after the first paragraph. Can anyone explain in layman's terms, what it's all about and why they changed the regs recently?

That's much easier to understand, thanks for the link So basically, Samsung are a bit behind with their labeling.
