Rewrapping batteries to meet UK regs?

In this Samsung 18650 30Q battery listing, the seller states the batteries are rewrapped to meet UK regulations.

I took a look at the mentioned regs, but my brain went fuzzy after the first paragraph.

Can anyone explain in layman's terms, what it's all about and why they changed the regs recently?

So basically, Samsung are a bit behind with their labeling.
