Radwagon turns on but no go when throttled

Hello there I just bought a Radwagon that is in rather good condition. I cleaned up the old wiring that the owner before had done and I noticed that theres 4 wires that are cut and Im not sure what they go to. The LCD display turns on but the battery meter shows empty and the push display on the side of the battery shows full battery. So a little confused there. When I try to give it throttle there is no movement. I also checked the battery connector with my multimeter and it read 44.2v... I believe that is either dead or very low being that the fully charged voltage is 54.6v. Its a 48v battery btw. So just looking for a little help with this. Thanks in advance I do appreciate all the info/help I can get.

Charge the battery and try again, and check PAS operation as well as throttle. I think they are just generic hub motor systems, so it should be fixable.

ok i will try to test the throttle with the volt meter and the PAS. I did take some pics of the controller and the wires that wer cut to see if maybe someone could let me know what they go to. but thanks for the info. I appreciate it. - the blue lines are to show which wires are cut.

He wasn'y very good leaving those wire ends un- insulated .
44.2v is far from empty probably approx. 10 - 15%remaining.

The Brown appears to go into the black cable outer sheath , if os where does that cable goe to ?
The thick Yellow looks a little out of place ?
The Red/Black together looks like a 5v/gnd pair but what for ?
The other Red another 5v ?

Ill try and look into exactly what they are. Im just not sure what kind of controller it is. so im going to do a bit more research and go from there. Does anyone know what voltages they should be showing? I do know that the read and black wire coming from the far left side of the controller board is a 48.2v. so possible the info wires im missing from upsentl
