Rad Runner or Fat E-bike on cyclescheme

Im looking to get an e-bike to commute to work. Wanted to buy something like the rad runner/urban drivestyle or super73 but under the cycle to work scheme.

11 miles there and back. it is mixture of everything flat/hilly and mainly roads

They quote the maximum sustained must be 250w, that isn't correct as is the UKGov webpage.
The motor has to be rated as 250w continuous power and not a maximum 250w sustained power other all bikes including bosh, yam, steps and others et al would all be illegal as they would have to have a controller that produced a max of 6.8a output.

I suspect they are using 'sustained' as a synonym of 'continuous', which is pretty much can be.
