Panasonic motor change - Controller stuck on mid power / low battery setting

Hi , I am trying to upgrade change my Kalkhoff Agattu impulse 26 volt motor and battery to a Panasonic 36 volt system after my existing motor failed .

i have fitted a ( nearly ), new Panasonic 36 volt motor plus bought new Panasonic 36 volt charger and battery at great expense

The speed controller and battery power display are stuck on mid - power and the lowest battery light , the bike rides fine in 1-4 gears but become heavy to cycle beyond 5th gear !

Does anyone have ideas what could be wrong as all parts are now Panasonic and I think should match ?

Just to make this problem more interesting I have used both my original Kalkhoff and the ( nearly ) new Panasonic power controller that came with the engine which originally came from a Peugeot EC-02 electric bike with the same locked mid power / low battery display on both .

Mike , yes the speed controller is the one that came with the nearly new Panasonic engine

The engine and controller came from a Peugeot ebike Model Ec-02 bought in 2015 but damaged in an accident .

On start up all the lights come on on the controller as my original did , then they stick on the mid power / low battery setting .
