I don't know whether or not it would be legal but I suspect the police and courts would probably go down the road of 'noxious substance' and they get a bit frightened because of any possible terrorist connection with stuff like that.

Interesting. My first thought was that it would be classed as a Section 5 firearm much like the CS spray and Pava that British bobbies use. However, without any means to actually discharge anything (other than by destroying it) I am not so sure. There may be all sorts of issues regarding COSHH though!

Yes. In South Africa, they have flame throwers under their cars that cremate any potential hijackers, which saves all the cost of dealing with prisoners. Also, they have blades that sweep round and cut off their legs, which stops them from re-offending.
