Newbie to ebiking

Hello, im new on here and im new to ebiking. I really want a EP-2 500W Folding Electric Mountain Bike , but i think it comes under the need to Tax, Register and issure which i dont want. What i need in a bike is, that it can be used on road and off road so chunky tires a re needed, that it can do hills well as im in Scotland and there are a lot of hills here, that i can put a carrier on the front for my little jack russell to go in when she's tired and that it folds to go in my campervan. Can anyone suggest anything simplar to the above mentioned bike please.

On closer look, this company dont do racks for this bike and it has no ankor points for one so no good. Any other suggestions.
