The metal bit is probably a retaining nut, so it will probably unscrew, and then it will pull apart as normal.
Looks like a multi-pin audio connector with the knurled nut/collar held captive by one end, and threaded on the other. Seems crazy to use one (if an audio connector has been repurposed) on a bike if the steel used isn't stainless. I'd turn the nut both ways by hand till it moves in one direction or other. WD40 would be a bad idea judging by a report of it being electrically conductive on this forum, some time ago - some dude squirted battery pins with WD40 as I recall, and there was a short.

If your bike working ok? Why do you want to disconnect? I'm sure someone will turn up with a better idea: A heat/cool cycle could break up the rust: alternate hair dryer and a bag of frozen peas, try separating every time (pushing, as well as trying to pull apart). If that didn't work... swiching off and removing the battery first, I'd apply a drop or two of 99.99% isopropyl alcohol, dissolves rust. Bear in mind it also damages rubber. The collar should loosen after a time and with movement, but if it doesn't, I'd heat up the connector with a hairdryer and try again, then cool and try again. If it still refused to separate, I'd make sure to dry off the remaining 0.01% electrically conductive water before using the ebike.
