Looking at your photos, it looks from the rotor spoke pattern that it is the correct way round.

Mine was honking like a goose more than squealing like a pig, reverberating though the whole frame!

For such a large bike, I'm amazed that it weighs only 28kg - do cops mistake it for a motorbike? 15.5mph limited Ebikes which look like retro motorbikes, might be a developing trend in China (or Honda hopes it will be). Throtle lovers here might perhaps be able to get MSVA approval?

Never had any problem with the police, I guess because I'm always pedalling (no throttle). Though when freewheeling at speed down a steep hill, it could be a bit misleading I guess.
