Looking for a motor controller with speed limit option

I'm looking for a motor controller, that has a proper speed limit. Most of the Chinese ones have an option to adjust max level of assist (for example 50%). But I'm looking for one that shuts off the motor when speed is 25km/h. I have also seen some controllers, where speed limit can be adjusted on the lcd screen. I believe that that kind of option is illegal. So I'm looking for one where limit can be adjusted through a potentiometer or can't be adjusted at all. Do you know any that kind of controllers? My motor is 48v 1000w. Thanks!

Potentiometer controllers are old hat, all lcd options for kits have the adjustable speed setting. I can't see the point of you being worried about whether a lcd is legal as you are using an illegal 1kw hub.

Here in Finland 1000w is legal, but 250-1000w requires insurance.
