Limiting KT Controller Power(Believe it's clone)

Ok. So I have Carrera Crossfire e bike - it has SR Suntour 250W hub motor, 36V 11.86aH battery, what I believe is KT Clone Controller, Throttle, LCD3 - no PAS sensor(Want it to work on throttle only). The controller is rated for both 36V and 48V. The current battery seems to be too limited and cut's out under max throttle. I believe the throttle is too sensitive as well - it's hard to throttle slow enough to prevent it from cutting out. Now this is where my electrical engineering knowledge stops - I need to either limit throttle or limit the controllers output? C setting forlimitting Amps and Voltage are not doing any good - not too sure how to limit it to the level I need. It could be the Motor as well - 250W is not a lot I know. Plan on getting another Hub motor(750W) and 48V battery in future but not anytime soon so would like to get the current setup running. Have also replaced the current controller with exactly same make model - just to eliminate any possible issue with the controller itself. Just to clear the posibility of faulty hub or battery - it works like a charm with the original Carrera controller. Any suggestions?

Which C5 setting are you using to limit current ?

Doesn't C5 just make the battery capacity to show up correctly? It's set to 12. Thanks

No, P5 is battery setting.
C5 regulates current and there are 10 settings for the old firmware and 7 for the new firmware.

Wrong - talking about P5 - I have tried to set C5 and what was the other one for Amps to absolute lowest and still not enough.

I have never seen a KT clone and doubt you have one.

C5 00 - 02 on the new firmware models do nothing and give 100%.
It is only 03 - 10 that give current % change.
10 = 100%.
09 = 91%.
08 = 88%.
07 = 83%.
06 = 80%.
05 = 75%.
04 = 66.5%.

C5 settings are for controlling the maximum operating current. The default value is 10
and value ranges from 0 to 10. Refer to table below for definition of each value.
C5 Value Maximum Current Value (A)
00 Undefined
01 Undefined
02 Undefined
03 Maximum Current Value ÷ 2.00
04 Maximum Current Value ÷ 1.50
05 Maximum Current Value ÷ 1.33
06 Maximum Current Value ÷ 1.25
07 Maximum Current Value ÷ 1.20
08 Maximum Current Value ÷ 1.15
09 Maximum Current Value ÷ 1.10
10 Maximum Current Val

Are these settings held in the LCD display or are they written to the controller itself perhaps some sort of rewritable memory? I.e. if you had two ebikes and one LCD panel can you program two ebike controllers with it? I'm used to violamart kits without displays where the controller is set a certain way at default and that is what you are given basically.

Can you program controllers with a USB cable from a PC?

Maybe its simply the more sophisticated the display the more options you control with the controller. You do see simple bubble button LED displays like the 790 where you can switch on and off and set maybe 3 power levels and get a basic battery charge indication and can't see how you could set any options with those.

You seem to get KT controller ebikes with;

No display,
Extremely simple display
Sophisticated LCD display

but many of the controllers look broadly similar. I think my voilamart controller has a display connection despite not being supplied with one although not 100% sure of this.

The firmware is LCD held.
There is some OSF programming for KT controller and displays, the guys on ES have some threads regarding them.
